New London/Sunapee Water & Sewer Commission Joint Quarterly Meeting
June 27, 2013
Sunapee Town Offices

PRESENT: Theodore Gallup-Chairman, Peter Hill, Charles Smith, Kenneth Meyer, Paul Manson, David Cain.
Also present: Holly Leonard, David Bailey, Kimberly Hallquist-New London Town Administrator, Tina Helm, Peter Bianchi, Neil Cheseldine.
The Chairman called the meeting to order at 5:32 p.m.

March 28, 2013 Joint Meeting Minutes: Paul M. made a motion to accept the minutes as printed, seconded by Kenneth M., after some discussion regarding the meeting about flow percentages having not happened yet, New London voted in favor, Sunapee voted in favor, so declared by the Chairman.  
Wastewater Treatment Highlights:
Dave B. reported that the plant has been running pretty good and that there is a lot of work going on there. They are planning to switch over ditches and will need to shut things down for a bit to do this. Dave B. reported that Penta has many changes going on and that things are working out pretty well. David C. questioned extra flows from all of the rain. Dave B. and Neil C. reported that there was approximately 500,000 gallons going through the plant today.   

Penta pay Requisition # 13: Neil C. presented pay requisition number 13 in the amount of $447,652.10 from Penta Corp. to the Chairman. Neil C. explained that much of the requisition is for stored materials and that the contract value is up to 50% of value. Neil C. also presented the monthly budget report for signing.
David C. made a motion to authorize the Chair to sign the pay requisition as presented, seconded by Charles S., New London voted in favor, Sunapee voted in favor, so declared by the Chairman.
Tina H. questioned that the project is at 50% but some of this is stored materials. Neil C. stated that 50% is expended of the project and most of the rest will be construction in future pay requisitions with the exception of the centrifuge that was just delivered.
Neil C. presented that the monthly budget report shows that the contingency remaining is $344,704 and that the overage for ledge removal and well casing is not reflected in this yet. There was some discussion regarding the remaining contingency and indeterminate items that may not be needed. Neil C. stated that the clarifiers should have some items addressed as part of the project as they are one of the most critical pieces of equipment in the plant process. There was some discussion regarding the clarifiers and things that need addressing with them. Neil C. stated that there is also the chlorine contact tank that needs the drain pipe reconfigured and the floor sloped to make the cleaning process easier in the future. There was some discussion regarding these two items and how long before a decision needs to be made on them. Neil C. explained they are not pressing to address immediately. Neil C. stated that there was also an issue with the chemical storage at the plant and that he would propose a new chemical building if there are enough monies left in contingency to do so. There was some discussion regarding what else might come up in the way of change orders.

Old & New Business:
Dave B. reported that there is an issue with a Sunapee resident who has tied into the New London sewer main being charged an attachment fee by New London. There was some discussion regarding the issue and how this had occurred and why. There was some discussion regarding how the billing and meters work. There was some discussion regarding the intertown plant and collection agreement.


New London departed at 6:30 p.m.
